As LCD and plasma vie for popularity and picture quality bragging rights, one perceived weakness of LCD has been image blurring. Higher refresh rates like 120Hz and now 240Hz aim to clean up blurring with newfangled technology, and Toshiba’s ZV650U series is one of the least-expensive sets available with a 240Hz effect.

The company uses different technology to fight blurring than true 240Hz HDTV, and Toshiba is careful to call it a “240Hz effect,” but anti-blurring effects are similar. Unfortunately, high-tech-sounding processing can’t overcome lighter black levels and a few other picture-quality foibles. On the other hand, the relatively low price makes it worth considering.

The good: Relatively inexpensive for a TV with a 240Hz refresh rate effect; accurate color; extensive picture settings; solid connectivity with four HDMI and one PC input.

The bad: Produces light black levels; somewhat uneven screen uniformity; glossy screen reflects ambient light.

The bottom line: Although subpar black levels keep it from besting the LCD champs, the Toshiba ZV650U series is still one of the better 240Hz values among TVs with a 240Hz effect.
