A proposed scorecard to rank tens of thousands of prospective immigrants on their work and education skills was included in the immigration bill passed by the U.S. Senate in June 2013. Under the plan, the “merit-based” ranking system would, beginning in 2018, weigh many prospective immigrants on a 100-point scale measuring work experience, English fluency, education and other factors.

There would be two scales, one ranking people in fields requiring college education and one for those in other fields.
